Rupin is the Tower's Broker and a trader of curiosities. That description does not establish a fixed stock list, resale profit or restock schedule. When an offer appears, compare its stated effect and price with your immediate need instead of treating a curiosity as an automatic upgrade. His trading role also differs from Carina's Forge work; do not assume an item can be crafted or repaired simply because the Broker offers it.
